気候変動による影響は台風や集中豪雨等をはじめとした自然災害リスクの増大、生物の分布変化、高温障害など農林水産業における品質・収量の悪化などがあり、今後ますます多様化・深刻化する可能性が予想されており、これらの問題に対応する適応策を立案し社会実装することは喫緊の課題である。我が国は2018年に「気候変動適応法」を施行し、気候変動の影響による被害を最小化あるいは回避し、持続可能な社会の構築を目指しており、気候変動適応計画が策定され、国のみならず地方自治体などに適応計画策定の動きが加速している。また、最近の国際的な動向として、世界気候研究計画WCRPで地域気候情報が設立され、「私の気候リスク」という地域のステークホルダーからより必要とされる科学的支援を企図したボトムアップアプローチによる取り組みが始まっている。 本セッションでは、こうした状況をふまえ、科学的知見に基づいた適応策の検討と社会実装に向けて、気候変動予測データの創出、さまざまな分野における気候変動影響評価に加え、ステークホルダーとの共創や地域気候変動適応計画に基づく実践など社会実装に関する課題について議論を行う。

The impacts of climate change include increased risk of natural disasters such as typhoons and torrential rains, changes in the distribution of organisms, and deterioration of quality and yield in agriculture, forestry, and fisheries due to high-temperature damage. It is urgent to develop adaptation measures to deal with these problems and implement them in society. Japan enacted the Climate Change Adaptation Act in 2018, aiming to minimize or avoid damage caused by climate change and build a sustainable society; climate change adaptation plans have been formulated, accelerating the development of adaptation plans by the national government and local governments. In addition, as a recent international trend, Regional Information for Society was established by the World Climate Research Program. A bottom-up approach has been started to provide scientific support that local stakeholders need more. In this session, toward planning adaptation to climate change and enhancing its social implementation based on scientific knowledge, we will discuss the generation of climate change projection data, assessment of the impacts and risks of climate change in various fields, as well as the social implementation of adaptation plans by co-creation with stakeholders and/or by local climate change adaptation acts.
